They used the Austro-Hungarian anthem as the anthem of the German Empire. The German anthem at this time was the same melody as the British anthem. They must have decided this would be a step too far for the understanding of the audience so changed things around and dropped Austria Hungary altogether.
This scene is basically showing China being under Colonisation from the countries shown. These countries came under an 8 Nation Allliance to supress the Boxer Rebellion which is what this film is about, though it's entirely focused on the Siege of the Peking International Legations and the Battle of Peking. A must watch imo
