Those seals are meant to keep the oil inside the fork. The stanchions need to be bone dry. If there‘s oil on them, their seal is gone. Lubrication from the outside is a bad idea as the oil binds dirt and that works its way into the seal and ruins it.
There is a truing device for bicycle rims. It costs 20-30$. You can attach it to the frame or the fork. You just adjust it until it says 0, it also shows which side is deviating.

Its downhill, so you want to be fast so no need for brakes. Might aswell take them off, weight saving

The suspension fork greases itself, no regreasing necessary, just whipe off the dirt with a dry cloth
