For those who don't speak mandarin, the translator neglected the part "widespread of anger" "across China" and simply said "What does the Chinese government have to say about the recent dissatisfaction towards the covid policy in China". So yes, they have their translators trained to be a filter in a circumstance like this

Then the translator used a less serious descriptive term which alters the nature in essence. It turned out that this journalist speaks perfect mandarin. He grabed the mic and started praising the translator doing a fantastic job. But he is very picky about the words. Then proceeding to translate for himself in mandarin.
He took "silence speaks louder than words" to a whole new level.

Certainly there is, but the Reuters journalist is really smart. He rephrased the question differently, hence the confusion in the speaker's mind.
Based on his response and assuming he went with the one that closest matched the question he was asked, it seemed China expected the reporters to specifically mention the inhumane treatment and so were at a loss how to respond to a simple phrasing of whether or not they would continue with zero Covid policies.
Somebody who genuinely understands the drawback of an authoritarian government to their own goals!

The implication being that if he wants any sort of answer to report he should "repeat" the question. (ask something else). This failed but the question was repeated with a more diplomatic and softer phrasing.
