That's a normal California State Parks Ranger, I just think he had rescue equipment on his truck. California State Park Peace Officers have two sub-designations: Rangers and Lifeguards. Both have the same power (state peace officers), however lifeguards have the trucks with lifeguard on them, and have advanced training for medical, lifeguards, search and rescue, etc.
Must be pretty bad when Cal Fire, CHP, and USCG helicopters had to be use in this search.

Depends on consistency. If it was a chevy, it wouldn't matter how dry the sand was. Would've barreled right through.
