In 2010 I got defected going through NSW when I was driving my 180sx home to VIC after buying it in QLD. And back then in NSW you need a roadworthy to even get a temporary permit, it was the middle of the night and the cop who stopped me insisted that I get a tow truck to a particular garage and wait till it opened to get a roadworthy before I could get a permit. He waited until the car was on the tow truck before he left, telling me that he had called the police at the Albury Wodonga border to be on the lookout in case I tried to bounce. So I sat all night waiting for this mechanic to open, he takes one look at the car; big turbo, 3 inch exhaust, Apexi Power FC d-jetro, 0 emissions control, and give me some ridiculous quote of, I can't remember how many millions of dollars, and it could take months to get parts. Well that was no good for me, I was over 500km form home, so I told him that I would make a few phone calls, and went and sat in the car, and looked at a map to see were I could cross into Victoria without going through Albury, and did what any sane, moral, law abiding citizen would do; I dipped out of there like smokey and the bandit, headed straight for the border. I found a route through some back roads, (tearing it up) through places like Gundagai,Tumbarumba, morning frost on the road made it a bit slick at first, intake temp chilling at about 14 degrees the car was loving it, and crossed the border at Jingellic. The NSW cop must have been pissed because a few days later he sent me every fine he could think of, but it didn't matter, because I was south of the border in Mexico; I never did paid one of them nasty fines, and I still have the 180sx
I also got a car from QLD auctions a few years ago got a QLD pass and 3rd party. A NSW officer pulled himself while making tickets near Coffs. Too bad he couldn't follow to the outback in his shitbox, I left as soon as he left in the opposite direction he also told me to call a tow truck bah no time for that it's beer money wasted. Is less police out west, unlike coast where you have highway all over with nothing to do other than lube up. The fines I got were 700 no rego, 700 no tax, 700 no insurance, another 245 for worn tires and 145 for a blown tail light. I didn't allow a search of the car and didn't get out I sat my ass in the car the whole time with locked doors, the fines tell me how upset he was lol. Where I went wrong and got me pulled over was that I left plates on the car even after I got permits best to take them off I didn't have screwdriver at time. And I was to lazy to buy one I was late to auctions as it was, they will fine you for plates on even with a permit. My fines were sent to WA took a few months to arrive I got it in a frame on the wall. All can say is Thanks officer Steven M for the memento!

Everyone here saying get engineer certificate. It still doesn’t stop the police issuing a defect. Because there are no penalties for the police if they were incorrect. Stock cars are being defected for loud exhaust.

About 20 years ago my son took his car for inspection. ( Western Australia) the car got knocked back for the track tyres. We went away and BOUGHT new tyres. Went back to inspection. Told them we bought new tyres. Their response " we didn't expect you to buy new just fit street tyres for inspection then put the nice tyres back on "

I knew a friend who got defected for his Commodore being "too low" and was given the notice to "fix" it, you wanna know the best part? It was the factory ride height the car rolled off the production line with. He hadn't done any modifications whatsoever as he liked the car being clean and stock. I love being an Aussie, but screw the cops and our bs "road safety" laws, being a car enthusiast out here sucks. I swear you could get the book thrown at you for not looking conventionally attractive nowadays.
Whenever they pull me over and start picking BS defects, I tell them straight up I am a mechanic and I do road worthy's for a living. If they continue to keep going, I then ask for them to cite the exact part of Vehicle Standards & Safety, light vehicle construction & modifications, and ADRs. 10 out of 10 they can't. If they then push further I just tell them that I will win in court as I am qualified and they are not. Never back down from the Gestapo.
Most of those mods were considered allowable light vehicle modifications just a few years ago. They've gone way over the top now. They're alright in their super expensive turbo BMW M4s though, just no-one else can get an affordable sports car.
Most people who do their own mods are not mechanics. Do you need to be a mechanic to know if a car is too loud or the tyres are worn out? Cars that are modified are easy to spot. In any public place, laymen often comment on how offensive vehicles driving past sound without having to look up! If you don't annoy others, Most people including cops won't notice you.

They don't assess your car, the defect is a notice for inspection by a mechanic. Plus he said they had RTA mechanics there to do the roadside inspection anyway.
Kudos to you for not having a sook, it's the game we play in this modified world, let this also be a lesson to those modifying their car, especially those in Melbourne, DO NOT get rid of your stock parts, even if there is plenty of them around when you sell them when you need them for this situation they will be hard to find and cost more than you sold them for
Not going to lie, Australia seems like it's slowly becoming some dystopian authoritarian state where they need to micromanage every bodies lives and possessions in the name of "safety" while ignoring other more important crimes. Which is quite sad because it looks like it used to be like it's own Texas. Such a shame but I don't live there I assume people over there are okay with this sort of stuff for the most part.
I wouldn't concern yourself too much as the vast majority of people are happy to get these things off the roads and not have to listen to squealing tyres and smell tyre smoke. It used to happen all the time years ago around us but these days it never does. Not sure why people want all the benefits of living in society but then don't want to follow the rules.

Very blessed that I still have some semblance of normalcy where I live and the police can't harass me for such things.

State plates means the State is the legal owner of said vehicle. The State owns everything and the police ensure State property is used according to State corporate policy aka Motor Traffic Act...

I got these every 2 weeks when i owned a Silvia 😂 Once you've defected they start looking for you on the road and will pull you over any chance they get..
It sucks. I feel your pain! 20 years ago i built a fast and furious eclipse "mock up"... a few years after the build it ended up being defected and then when it went for the inspection at Vicroads it lead to a blacklist on the VIN. With a defect you arent even allowed to sell the car, i had to part out most of the car and then sold the wheels with a free car that could never be registered. What gets me is the roads are a mess and there are people out there who lose control of thier cars trying to do a u-turn and end up plowing into schools killing kids... but thats not as dangerous as a loud exhaust or in my case an off centre numberplate
A pot hole blew out my tire in vic last year (45 tire wall), shit roads. Almost totalled my car in a literal sink hole, hit the brakes in time, lucky noone behind me, bell st coburg.
Your traffic police culture is nothing short of abhorrent. They have far too much power over the vehicle enthusiast culture. As a unit, their ego's are too large to recognize that they are the problem. Somebody who knows the law needs to police them. The laws they have introduced sound plausible but are bogus. How do we know? Look at the U.S. they've had freedom and can do whatever they like with their cars & trucks. That's the way it should be. In NZ you mod your car, then get it certified. It costs about $1000.00 but once you have it, the police cant bother you. From NZ, we see what they do. They're breaking so many laws and are so drunk on power... Lol, as a Mechanic of 17 years, I'll make a few points. Firstly the fools that work for the government are usally dealership mechanics that couldn't handle working on cars so become inspectors, they know jack all. Here in Canberra the police don't do this type of stuff, you can get defected, but you're not going to get them going through your engine bay. I was an inspector for the rego system here, so my work was authorised to do inspections. This lead me to do a lot of back and forth with tech standards. There's no ADR law requiring you to have a standard turbo, seeing as the turbo is prone to failure, and Nissan don't sell those anymore, you're within your rights to source an aftermarket replacement. The catch can is easy, just take the stupid vent filter off and run the hose to the intake big deal. Air filter, I don't recall you mentioning this, but seriously buy a better kit and have it boxed. Exhaust, this is pretty clear cut, they sound meter it and valves are against reulations, but you can have a nice 3" exhaust without being so loud that you get attention. With hight, the silvia looks good lowered a little, risking a defect is worth it imo. Just keep a set of stock struts and springs, use coilovers and be prepared to have to do the swap, it's not that hard.
I got defected in 2012 when I crashed my eb2 sxr6 and the cops noticed that the inner edge of my front tyres was bald due to camber. Gave me a defect for them. Fair enough - I honestly wasn't aware that the inner edge was so wrecked after all. So I repaired/resprayed the car and got new tyres. I organised a day pass to get the defect cleared (local cop station inspection) and only noticed when already parked outside the cop shop with the female cop walking towards the car... that I HAD FORGOTTEN TO REFIT THE WINDSCREEN WIPERS AFTER THE RESPRAY. So there I am, silently sweating bullets as she glances at the new tyres and says "ok, looks good to me..." and begins slowly removing the yellow sticker which was centremeters away from where the wipers should have been sitting on the other side of the glass. Lucky it was summer tbh.
I've been defected since the 80s. The lesson there was don't do burnouts on King Street in the city. The giant aftermarket intercooler plainly visible is what told them you have a non-compliant turbo setup. Allowable modification laws changed over the years and now it's a flat 20% increase maximum from when the car left the factory. By default a big turbo aftermarket upgrade with a giant intercooler is obviously going to destroy that limitation so that's why all the officials flocked your car at the stop. Saying things like, "Bit low isn't it," is just some banter from one of the idiots in the group, or cop talk for "this guy is really just a hoon". Now the trick here is some cops honestly do appreciate genuine car enthusiasts, but some hoons are also genuine car enthusiasts and they can't have those on the road, they want them to leave it at the track. The people they really hate are hoons who aren't genuinely into car appreciation, just whatever is going to make the biggest arse of themselves on the roads and those they want without licenses. You can do big turbo/big power upgrades but you need the money to pay for an engineer to certify the car as safe and compliant with ADR and VicRoads, which obviously means no external venting of blow off valves (it's pointless anyway, recirculating it like factory turbos do doesn't impact street performance), and if you are going for 500whp there's going to be a big chassis conversion bill for basically reconstructing the whole car, which was not designed for that. As with all car builds the old school modding advice is make a plan for what you really want to do with the car before you start spending any money or doing anything, or else you're just setting fire to your wallet with no idea of what you really want. You want a 500whp streeter? There's a set of rules for that and, cost. You want a daily driver capable of giving the Golf R and Yaris GR a big scare in a sleeper package? That's about 300bhp and is perfectly doable without any legal problems and passing any inspection, but if you want north of that you're looking at upmarket performance cars, expensive or rebuilding factory engines from the ground up, expensive. The third option, which is what police want to remove off the road is you can just get your budget older factory turbo-whatever and slap a standalone ECU in it and a big turbo upgrade and more than double or triple its factory horsepower, without spending another cent and run off to a street drag at 180mph. You have to appreciate it's hard to identify which cars those could be, because it's become so cheap and easy to do these days.
The problem now is, even if you're driving normally, not being a dickhead, taking out 90's JDM's for a light cruise not breaking any laws... there's no leniency anymore they will route you eitherway. Used to be they would turn a little blind eye if you were behaving yourself.

i just drove from Canberra to Geelong in my R33 sedan Gtst with all the fruit. HWP pulled over on the side of the road with his lights on no vehicle in front of him.. of course there had to be a decent hill to go up. i just went past him slowly and tried to putt away slowly.. luckily for me i got away with it. but i was waiting for him to chase me down.. such a nanny country we live in to worry about this kind of shit. well maintained cars being put off the road its fucked!

Come to NSW for some real fun. I got a red defect (requires a full inspection) for a dirty number plate on my motorcycle and when it was repaired they put a small reflector (size of a $2 coin) on it. I had been pulled over plenty of times and no cop had ever said anything about it. He told me it looked like I was trying to 'deceive' and it was a $500 fine, but he was 'nice' about it and just defected me instead. He was that nice he gave me until 5 o'clock to get it home then after that I couldn't ride it. He was a complete smoker of bats.
Defect notices have been around for over 30 years.. we called them CANARIES.. your insurance (if you have any)is also invalid with unreported modifications.. get it engineered ..
Even if you do get it engineered, how does that prove to the cops that you haven't done any extra mods to the car after it was engineered? With or without an engineered cert the cops are gonna defect you, and it's your choice to take it to court to prove that you havent fine any extra things to the car.
Even with engineering certificates they will still defect your car. Happened with my Hilux with GU solid axle swap, lift and 35's. All engineered and certified in my state. Went into Victoria to visit family and got pulled over. Spent 20 mins with the highway patrol, inspecting and handed over all the certificates, inspection and compliance paper work. He told me doesn't apply in Victoria 😂 Crazy how one country can have such wildy different regulations and rules with transport. Victoria is 💯 a nanny state.

Yh I was defected for aftermarket turbo aswell last year I had 2 options, either remove it and go back to stock or get it engineered. So I got it engineered and haven’t had a issue with HWP since
I got a minor defect when I had my Evo 8. 100% stock except for a metal BOV (stocks ones are plastic). Pulled me over and let the guy going 10kms over the limit beside me go (they claimed they didn't get him on the radar which was a bullshit excuse). Went over the car for about 20mins until they found the BOV. I was pissed but at least I got it sorted easily enough. Hope yours gets "fixed" quickly.
Idk if you're aware mate but replacement parts that are vital to the functionality of the vehicle are fine. Metal Bov, Plastic Bov are no different. You got shafted big time.

Engineering cert was about 1k for me in NSW. Different engine swap chassis needed to be cut had upgraded fuel system and upgraded 4wd calipers. Never got pulled over no problems on full insurance. Kept it stock looking. Only rbts but when they ran plates no problems never asked me for engineering certificate though i had a copy to produce anytime always on me.

I had a 300zx z32 N/a stock as vanilla cornetto icecream. But cops loved pulling me over popping my hood. All they see is that crazy ass v6 engine crammed in there. Loved them trying to do whatever they could to defect me as i sit there smiling. One lady copper tried to defect me on the factory sunblue tint on the top of the windscreen. Laughed again
In Germany you can't modify cars at all unless it's an expensive kit certified by the TUV. Australia is lucky considering we have independent cert engineers.
A man should be allowed to drive any car he wants without fear of police and vehicle inspectors, as often those people are incredibly tiny minded, power mad individuals. I'm an older car guy who drove all the shit hot cars in the 80's . I've run into inspectors before. Now I keep a low profile in an AU Fairlane that looks stock but has a 600 hp engine in it. Jokes on them.

Stock FE2 suspension= to low Handbrake had “too many clicks as you pulled it up. And my favourite, the stock Holden floor mat was worn where your left heel sits.

I don’t know why people accept that police give you a defect for the vehicle being to low when they have pulled you over on the side of the road. I would argue that they can’t do this as they don’t know if the surface is level to get a correct height. I have heard that the police at Queensland raceway one meet and they were getting people to stop on the side of the road. Where they were stopping people they were half on dirt and half the vehicle on the tarred surface of the road. Now were they met each other there was a rise and this is why just about every single vehicle they stopped got a defect for vehicles lower than 100 mm it’s absolutely disgusting how Aussie car enthusiasts have no chance with corrupt officers
Why is an aftermarket turbo a defect? If you could get that setup past emissions would it be okay? My car is engineered in QLD however I worry that wouldn't stop this kind of thing.
If it makes you feel any better, I got done on my way back from buying my S15. A solid hour drive back enjoying the car, 2 mins from my house and I see in the rear view mirror a highway patrol kia stinger absolutely gunning it towards me, I knew I was in trouble. I managed to get off without any defects because of my "perfect driving record" but still over 1k in fines and not to mention months of sorting out the issue. I love these cars but they are a serious cop magnet.
Can get that at a significant cost, but that doesn't save you, the police can still defect the car so it is still required to be inspected. Just means you don't have to spend money putting it back to stock before inspection.
They can still defect you regardless. I had a GTR,got a major defect even though everything was engineered. Took it to local mechanic,got RWC straight away and cleared the defects. They're not qualified mechanics or engineers yet they're legally allowed to do this.
My son had a 200sx that he didn't pay back his mum for it. So we sold it. It basically had the same roadworthy problems as your car. So I fixed them - which made it a lot better car to drive. I got the roadworthy and sold it so the missus got paid back.
I once got pulled into a pit stop and they went over my car three times before they managed to defect me for my driving lights being hooked up to a separate switch to my headlight switch and my make shift battery clamp. While I was on the side of the road freezing my ass off in the middle of winter a little old lady stalled her datsun across the road and it wouldn't start. Two of the cops helped push start it for her and she drove away with nothing.... I'm still but thurt about it to this day lol
I've got a legal N70 hilux in QLD on 35s 4ich lift with a solid axle conversion all certified, I crossed to border and they tried to fine me with the lot
After detailing the engine bay on my sons Civic he copped a defect from vic police for apparently having aftermarket painted parts on his engine, these were stock parts simply painted and detailed (i guess police and intelligence shouldn't be used in the same sentence), after getting on the phone to the station where the hwy patrol was based and after educating them that there is no law stating that any engine parts or components cant be painted the defect was thrown out with an inspection.

I remember dad got pulled over quite a bit for his Boss 290, it was tuned up by Supercar sports team to be barely legal... Oh that thing rumbled at the lights but in the end he got rid of it due to our government ramping up registration costs per cylinder
94 corolla with turbo 4age didn't even get defected when it wasn't engineered I got told to get it engineered not even a fine I often offer to open the bonnet when I get pulled over now it is engineered most highway patrol officers are car guys at heart treat them with respect and they'll appreciate your passion but also keep your ride legal and it's never a problem your high mount would have been ok if you had a heat shield and the air filter was enclosed my air filter isn't in the engine bay it's in the front guard and so it's not on display and the exhaust is loud but not excessive and it is lowered but it meets regulation
A friend of mine recently had his *stock* Porsche 997.2 get defected and impounded by police for a "loud exhaust" and "illegal modifcations", despite the fact that my friend of mine drives very sensibly on public roads and even early shifts so its not too "loud" lol. Like this guy he had to wait all day for someone to tow it, and the tower/mechanic even told the Copper that it was clearly stock and legal.

A defect is the risk you take driving a suss modified car. Everything you mentions is a reasonable defect. If you dont want another one either get some mods engineered or run the risk. A good read for you might be VSI26, VSB14 and VSI8. These are all publicly available. I clear defects all the time and people just dont learn and get defected again. I have had heavly modded vehicles before and i got them engineered when required. Another consideration is the lack of insurance you have when you modify a car that requires engineering. I hope you get this defect cleared easily enough.
Every part on every car, OEM or aftermarket, right down to every nut, bolt, and washer, has been engineered by someone. You need to rethink your understanding of the English language.

I'm also in Melbourne with a Supra TT which I have owned for about 18 years. I would often get harasssed by police and EPA during the "hoon" years where police really cracked down on imports. Nowadays I only drive my Supra once or twice a year.
I once had my stock v6 vf Calais defected for putting the stock v8 Calais wheels on it because the og wheels where curbed to shit when I bought the car maybe because the fitment with spacers was alright but they just don’t like nice things
HWP in Vic are bad, but HWP in NSW are next level. Have got horrible stories that lack any human sympathy for both sides of the border. It's a huge income for the industry, so there will always be quotas.

So I sat all night waiting for this mechanic to open, he takes one look at the car; big turbo, 3 inch exhaust, Apexi Power FC d-jetro, 0 emissions control, and give me some ridiculous quote of, I can't remember how many millions of dollars, and it could take months to get parts.
Well that was no good for me, I was over 500km form home, so I told him that I would make a few phone calls, and went and sat in the car, and looked at a map to see were I could cross into Victoria without going through Albury, and did what any sane, moral, law abiding citizen would do; I dipped out of there like smokey and the bandit, headed straight for the border.
I found a route through some back roads, (tearing it up) through places like Gundagai,Tumbarumba, morning frost on the road made it a bit slick at first, intake temp chilling at about 14 degrees the car was loving it, and crossed the border at Jingellic.
The NSW cop must have been pissed because a few days later he sent me every fine he could think of, but it didn't matter, because I was south of the border in Mexico; I never did paid one of them nasty fines, and I still have the 180sx

I also got a car from QLD auctions a few years ago got a QLD pass and 3rd party. A NSW officer pulled himself while making tickets near Coffs. Too bad he couldn't follow to the outback in his shitbox, I left as soon as he left in the opposite direction he also told me to call a tow truck bah no time for that it's beer money wasted. Is less police out west, unlike coast where you have highway all over with nothing to do other than lube up. The fines I got were 700 no rego, 700 no tax, 700 no insurance, another 245 for worn tires and 145 for a blown tail light. I didn't allow a search of the car and didn't get out I sat my ass in the car the whole time with locked doors, the fines tell me how upset he was lol. Where I went wrong and got me pulled over was that I left plates on the car even after I got permits best to take them off I didn't have screwdriver at time. And I was to lazy to buy one I was late to auctions as it was, they will fine you for plates on even with a permit. My fines were sent to WA took a few months to arrive I got it in a frame on the wall. All can say is Thanks officer Steven M for the memento!

About 20 years ago my son took his car for inspection. ( Western Australia) the car got knocked back for the track tyres. We went away and BOUGHT new tyres.
Went back to inspection. Told them we bought new tyres.
Their response " we didn't expect you to buy new just fit street tyres for inspection then put the nice tyres back on "

Whenever they pull me over and start picking BS defects, I tell them straight up I am a mechanic and I do road worthy's for a living. If they continue to keep going, I then ask for them to cite the exact part of Vehicle Standards & Safety, light vehicle construction & modifications, and ADRs.
10 out of 10 they can't.
If they then push further I just tell them that I will win in court as I am qualified and they are not.

Most of those mods were considered allowable light vehicle modifications just a few years ago. They've gone way over the top now. They're alright in their super expensive turbo BMW M4s though, just no-one else can get an affordable sports car.

Most people who do their own mods are not mechanics. Do you need to be a mechanic to know if a car is too loud or the tyres are worn out? Cars that are modified are easy to spot. In any public place, laymen often comment on how offensive vehicles driving past sound without having to look up! If you don't annoy others, Most people including cops won't notice you.

Not going to lie, Australia seems like it's slowly becoming some dystopian authoritarian state where they need to micromanage every bodies lives and possessions in the name of "safety" while ignoring other more important crimes. Very blessed that I still have some semblance of normalcy where I live and the police can't harass me for such things.

20 years ago i built a fast and furious eclipse "mock up"... a few years after the build it ended up being defected and then when it went for the inspection at Vicroads it lead to a blacklist on the VIN.
With a defect you arent even allowed to sell the car, i had to part out most of the car and then sold the wheels with a free car that could never be registered.
What gets me is the roads are a mess and there are people out there who lose control of thier cars trying to do a u-turn and end up plowing into schools killing kids... but thats not as dangerous as a loud exhaust or in my case an off centre numberplate

Lol, as a Mechanic of 17 years, I'll make a few points.
Firstly the fools that work for the government are usally dealership mechanics that couldn't handle working on cars so become inspectors, they know jack all.
Here in Canberra the police don't do this type of stuff, you can get defected, but you're not going to get them going through your engine bay.
I was an inspector for the rego system here, so my work was authorised to do inspections.
This lead me to do a lot of back and forth with tech standards.
There's no ADR law requiring you to have a standard turbo, seeing as the turbo is prone to failure, and Nissan don't sell those anymore, you're within your rights to source an aftermarket replacement.
The catch can is easy, just take the stupid vent filter off and run the hose to the intake big deal.
Air filter, I don't recall you mentioning this, but seriously buy a better kit and have it boxed.
Exhaust, this is pretty clear cut, they sound meter it and valves are against reulations, but you can have a nice 3" exhaust without being so loud that you get attention.
With hight, the silvia looks good lowered a little, risking a defect is worth it imo.
Just keep a set of stock struts and springs, use coilovers and be prepared to have to do the swap, it's not that hard.
I got defected in 2012 when I crashed my eb2 sxr6 and the cops noticed that the inner edge of my front tyres was bald due to camber. Gave me a defect for them. Fair enough - I honestly wasn't aware that the inner edge was so wrecked after all.
So I repaired/resprayed the car and got new tyres. I organised a day pass to get the defect cleared (local cop station inspection) and only noticed when already parked outside the cop shop with the female cop walking towards the car... that I HAD FORGOTTEN TO REFIT THE WINDSCREEN WIPERS AFTER THE RESPRAY.
So there I am, silently sweating bullets as she glances at the new tyres and says "ok, looks good to me..." and begins slowly removing the yellow sticker which was centremeters away from where the wipers should have been sitting on the other side of the glass.
Lucky it was summer tbh.
I've been defected since the 80s. The lesson there was don't do burnouts on King Street in the city.
The giant aftermarket intercooler plainly visible is what told them you have a non-compliant turbo setup. Allowable modification laws changed over the years and now it's a flat 20% increase maximum from when the car left the factory. By default a big turbo aftermarket upgrade with a giant intercooler is obviously going to destroy that limitation so that's why all the officials flocked your car at the stop. Saying things like, "Bit low isn't it," is just some banter from one of the idiots in the group, or cop talk for "this guy is really just a hoon". Now the trick here is some cops honestly do appreciate genuine car enthusiasts, but some hoons are also genuine car enthusiasts and they can't have those on the road, they want them to leave it at the track. The people they really hate are hoons who aren't genuinely into car appreciation, just whatever is going to make the biggest arse of themselves on the roads and those they want without licenses.
You can do big turbo/big power upgrades but you need the money to pay for an engineer to certify the car as safe and compliant with ADR and VicRoads, which obviously means no external venting of blow off valves (it's pointless anyway, recirculating it like factory turbos do doesn't impact street performance), and if you are going for 500whp there's going to be a big chassis conversion bill for basically reconstructing the whole car, which was not designed for that.
As with all car builds the old school modding advice is make a plan for what you really want to do with the car before you start spending any money or doing anything, or else you're just setting fire to your wallet with no idea of what you really want. You want a 500whp streeter? There's a set of rules for that and, cost. You want a daily driver capable of giving the Golf R and Yaris GR a big scare in a sleeper package? That's about 300bhp and is perfectly doable without any legal problems and passing any inspection, but if you want north of that you're looking at upmarket performance cars, expensive or rebuilding factory engines from the ground up, expensive.
The third option, which is what police want to remove off the road is you can just get your budget older factory turbo-whatever and slap a standalone ECU in it and a big turbo upgrade and more than double or triple its factory horsepower, without spending another cent and run off to a street drag at 180mph. You have to appreciate it's hard to identify which cars those could be, because it's become so cheap and easy to do these days.
Or you can stroke an SS and cam it, with a good exhaust you can shut it up.
buy a shitbox n/a falcon and put a cheap ebay turbo on it. 350hp at the wheels 7-9psi easy. the stock ba engine can andle that no worries. trust me.
The problem now is, even if you're driving normally, not being a dickhead, taking out 90's JDM's for a light cruise not breaking any laws... there's no leniency anymore they will route you eitherway. Used to be they would turn a little blind eye if you were behaving yourself.

The easiest way to avoid a defect is not drive the car in "hotspots".

When I got my car EPA tested the decible limit is 99. A stock xr6 falcon makes 98 decibles. Basically any aftermarket exhaust is "unroadworthy".

Come to NSW for some real fun. I got a red defect (requires a full inspection) for a dirty number plate on my motorcycle and when it was repaired they put a small reflector (size of a $2 coin) on it. I had been pulled over plenty of times and no cop had ever said anything about it. He told me it looked like I was trying to 'deceive' and it was a $500 fine, but he was 'nice' about it and just defected me instead. He was that nice he gave me until 5 o'clock to get it home then after that I couldn't ride it. He was a complete smoker of bats.
Defect notices have been around for over 30 years.. we called them CANARIES.. your insurance (if you have any)is also invalid with unreported modifications.. get it engineered ..
and if you have an accident and there are injuries it compounds the civil or criminal liability
Even if you do get it engineered, how does that prove to the cops that you haven't done any extra mods to the car after it was engineered? With or without an engineered cert the cops are gonna defect you, and it's your choice to take it to court to prove that you havent fine any extra things to the car.
Even with engineering certificates they will still defect your car. Happened with my Hilux with GU solid axle swap, lift and 35's. All engineered and certified in my state. Went into Victoria to visit family and got pulled over. Spent 20 mins with the highway patrol, inspecting and handed over all the certificates, inspection and compliance paper work. He told me doesn't apply in Victoria 😂

I got a minor defect when I had my Evo 8. 100% stock except for a metal BOV (stocks ones are plastic).
Pulled me over and let the guy going 10kms over the limit beside me go (they claimed they didn't get him on the radar which was a bullshit excuse).
Went over the car for about 20mins until they found the BOV. I was pissed but at least I got it sorted easily enough.

Engineering cert was about 1k for me in NSW. Different engine swap chassis needed to be cut had upgraded fuel system and upgraded 4wd calipers. Never got pulled over no problems on full insurance. Kept it stock looking. Only rbts but when they ran plates no problems never asked me for engineering certificate though i had a copy to produce anytime always on me.

Loved them trying to do whatever they could to defect me as i sit there smiling. One lady copper tried to defect me on the factory sunblue tint on the top of the windscreen. Laughed again

In Germany you can't modify cars at all unless it's an expensive kit certified by the TUV.

A man should be allowed to drive any car he wants without fear of police and vehicle inspectors, as often those people are incredibly tiny minded, power mad individuals. I'm an older car guy who drove all the shit hot cars in the 80's . I've run into inspectors before. Now I keep a low profile in an AU Fairlane that looks stock but has a 600 hp engine in it. Jokes on them.

If it makes you feel any better, I got done on my way back from buying my S15. A solid hour drive back enjoying the car, 2 mins from my house and I see in the rear view mirror a highway patrol kia stinger absolutely gunning it towards me, I knew I was in trouble. I managed to get off without any defects because of my "perfect driving record" but still over 1k in fines and not to mention months of sorting out the issue. I love these cars but they are a serious cop magnet.
Cant you just get a Engineers Cert for the mods?
Can get that at a significant cost, but that doesn't save you, the police can still defect the car so it is still required to be inspected. Just means you don't have to spend money putting it back to stock before inspection.
They can still defect you regardless. I had a GTR,got a major defect even though everything was engineered. Took it to local mechanic,got RWC straight away and cleared the defects. They're not qualified mechanics or engineers yet they're legally allowed to do this.

My son had a 200sx that he didn't pay back his mum for it. So we sold it. It basically had the same roadworthy problems as your car. So I fixed them - which made it a lot better car to drive. I got the roadworthy and sold it so the missus got paid back.
I have seen much more extreme mods on cars at shows in QLD but they all have approval plates. Must be different laws as you say. Good luck with it.
I once got pulled into a pit stop and they went over my car three times before they managed to defect me for my driving lights being hooked up to a separate switch to my headlight switch and my make shift battery clamp. While I was on the side of the road freezing my ass off in the middle of winter a little old lady stalled her datsun across the road and it wouldn't start. Two of the cops helped push start it for her and she drove away with nothing.... I'm still but thurt about it to this day lol

I've got a legal N70 hilux in QLD on 35s 4ich lift with a solid axle conversion all certified, I crossed to border and they tried to fine me with the lot
After detailing the engine bay on my sons Civic he copped a defect from vic police for apparently having aftermarket painted parts on his engine, these were stock parts simply painted and detailed (i guess police and intelligence shouldn't be used in the same sentence), after getting on the phone to the station where the hwy patrol was based and after educating them that there is no law stating that any engine parts or components cant be painted the defect was thrown out with an inspection.

94 corolla with turbo 4age didn't even get defected when it wasn't engineered I got told to get it engineered not even a fine I often offer to open the bonnet when I get pulled over now it is engineered most highway patrol officers are car guys at heart treat them with respect and they'll appreciate your passion but also keep your ride legal and it's never a problem your high mount would have been ok if you had a heat shield and the air filter was enclosed my air filter isn't in the engine bay it's in the front guard and so it's not on display and the exhaust is loud but not excessive and it is lowered but it meets regulation
A friend of mine recently had his *stock* Porsche 997.2 get defected and impounded by police for a "loud exhaust" and "illegal modifcations", despite the fact that my friend of mine drives very sensibly on public roads and even early shifts so its not too "loud" lol.
Like this guy he had to wait all day for someone to tow it, and the tower/mechanic even told the Copper that it was clearly stock and legal.

A defect is the risk you take driving a suss modified car. Everything you mentions is a reasonable defect. If you dont want another one either get some mods engineered or run the risk. A good read for you might be VSI26, VSB14 and VSI8. These are all publicly available. I clear defects all the time and people just dont learn and get defected again. I have had heavly modded vehicles before and i got them engineered when required. Another consideration is the lack of insurance you have when you modify a car that requires engineering. I hope you get this defect cleared easily enough.
All simple things to fix, fix them up and you won’t have those issues again.. it’s like magic

Bald tyres, ride height, excessive camber, cracked lights are all major defects in vic

Every part on every car, OEM or aftermarket, right down to every nut, bolt, and washer, has been engineered by someone. You need to rethink your understanding of the English language.
@@just_passing_through yes but when you start changing those things on your car an engineer will check that it has been done properly and give you an engineers certificate to say that is the case
that is what is meant by getting your car engineered when you start modding it
@@simcard027 No. that’s not the terminology at all. You have an engineer ‘check’ the modifications, and obtain an “engineer’s certificate” to prove they comply to standards. You don’t get an engineer to “engineer” your modifications at all.

I'm also in Melbourne with a Supra TT which I have owned for about 18 years. I would often get harasssed by police and EPA during the "hoon" years where police really cracked down on imports. Nowadays I only drive my Supra once or twice a year.
Got a 2000 Stagea bone stock, I hate cops looking at my car like they saw their mom running naked on road.

Standard SR20 has a low mount turbo. Nathan’s is a High Mount
I got defected in the 80's because neighbours complained my exhaust was loud and woke them up 🙂

I once had my stock v6 vf Calais defected for putting the stock v8 Calais wheels on it because the og wheels where curbed to shit when I bought the car maybe because the fitment with spacers was alright but they just don’t like nice things
HWP in Vic are bad, but HWP in NSW are next level. Have got horrible stories that lack any human sympathy for both sides of the border. It's a huge income for the industry, so there will always be quotas.
