Calling or emailing your interest/qualifications only fills our inbox and we delete it. We are very busy. Lastly hes right, just bid because you wouldn't get notification (via your NAICS code) if you weren't eligible. Getting the certifications helps open up more opportunities because there are quota's for certifications that the government wants to meet.

I’m a Contracting Officer for the DoD, he left out ALOT of vital info, especially about FAR Part 19 “Limitations on Subcontracting”. I highly doubt his company is performing 51% of each contract… this will get you investigated

If it is a federal contract with the government, you can only subcontract out a certain percentage. In your example of a house, you would have to perform 20% of the job yourself and could subcontract up to 80% to other companies (like electrical or plumbing). Hope this helps
