Rewatching this scene, it's very obvious that Tear was trying to get Luke to confess his feelings. She's head over heels in love with him and knows deep down that he returns her affection. Hence why she sounds rather enthusiastic when she asks "What is it?" to Luke's awkward statement. As for why she doesn't seem upset that he doesn't go through with it, it has to do with Luke's innate selfishness that he has as a seven year old boy in a sixteen year old's body. Although he has changed for the better, becoming a selfless person who's willing to put his own existence at risk to save the world, he's still a child with a child's selfish tendencies. Hence, he likely refrains from telling Tear how he really feels in order to spare her any grief when he inevitably disappears. It's a very touching scene through and through, made sadder by the fact that while it's so obvious the two love each other, they'll ultimately leave these feelings unspoken.
Of course she's more then that. If you read Luke's journal after this scene, it says that he wanted to tell her his true feelings but he never found the words.
We need a damned remaster of this game ASAP. The character, their personalities, their development of this game is phenomenal. Plus all the voice actors are still active, so they wouldn’t be able to do a Troy Baker replacement on this game.

he never told tear because he didnt wanna hurt her further. he was thinking about his fate and what would happen to tear if he were to die, so he just kept it to himself so it doesnt hurt more when he disappears. he didnt wanna give tear too much hope if he wasnt able to survive his condition, which was a sure road to death.
if you read his diary entries afterowrds he says he fully planned to confess that night but because he was going to die he figured it'd be too cruel to do to tear.

OMG, I love it! Jade's voice is the same as the English version of Hotohori from Fushigi Yuugi! My 2 favorite anime guys - awesome!
He's also Blublanc in Trails.
His voice actor came back to reprise his role as Jade in Tales of Zestiria.
