I think it's because substance painter, for some unknown reason packs the roughness in the red channel and the metalness in the green channel. It always irks me to see the metalness in the green channel

Why in RGB packed map roughness in is R instead of G? G have one bit better compression in DXT1/5, and roughness is more important

Wasn't the development on experimental layered materials canceled/stopped?
Where did you see that? AFAIK it is still planned to be worked on, it's just been a really low priority.
