I don't own the sound, but I got it from Freesound.org - they've got lots of useful sound effects there. This one was licensed Creative Commons(0), so it's free to use... I just don't remember which one it was. As for the Expression - here's what I used: (FramesPerSecond*60*60*16)+(FramesPerSecond*60*23) Just replace 16 with the hours and 23 with the minutes, for your use case. Cheers!
