I think the interpretation goes according to the angle you are coming from. If you want to find the president guilty, you will interpret from a guilt finding angle. Just like what Sizwe is doing. Mkhwebane would have used the same angle. A neutral person will look at the balance of forces, which is what the public protector did. You cannot throw a president of the country under the bus under such circumstances. That would be irresponsible. What happened to the benefit of doubt?

If this report survive the review application, this will set a very wrong precedent in a corrupt nation like south Africa.

Sizwe is it not common for Presidents’s private residences to be secured by the state, I think Mandela and Mbeki both enjoyed security upgrades at their private residences. The problem with Zuma stem from when a chicken run and firepool where built as part of the upgrades among other things, “Secure in comfort” but in general i think presidents do enjoy security upgrades by the state. I stand to be corrected though
