I believe this was also more or less training for negotiations for MP’s on top of active shooter training. Realistically a shooter has made their decision and has an end goal with it, the moment they shoot the first person they typically have made their decision. The only action plausible is to neutralize the threat in whatever way is necessary to stop them from harming anyone else.
Current MP here. Active Shooter drills today do not include any "talking down" if the shooter is armed or is firing. Current scenarios and real encounters will always include a "Direct to Threat" order. Essentially we stop for absolutely nothing (this includes those who are wounded) until we find and eliminate the threat as quickly as possible. This way EMS can treat victims without having to worry about any possible danger within the building. It is not our job to treat the wounded, nor is it our job to negotiate. Active shooter drills assume the shooter is ACTIVE. Best to eliminate the threat than to possibly let them get away and shoot more people or shoot at us. There is no waiting for backup either. If you are on scene and you have the training and a weapon, your duty is to proceed to find and eliminate the threat. Like Soba said, they have made their decision.

This is a training exercise. The soldier with the gun and the soldiers with the hats and green belts are training cadre. They are evaluating the people hiding in the rooms and the MP(s) with the orange gun. The person that opened the door briefly, failed. The MP did ok.

This video covers a very important point that many videos fail to cover: the shooter will be deceitful and may try to pretend to be innocent. He also may put the gun away and try to escape. Once you are locked down, don't open a door no matter what. The contact team did not do a good job advancing down the hallway in my opinion. Once the shooter was distracted, they should have had someone flank him from behind. Of course I don't know all the details, but he did shoot behind himself, indicating another path.
That's basically what just happened at the Florida high school shooting. The kid pulled the fire alarm and then blended in with the crowd of escaping students after he decided he was done killing people he actually managed to slip by police out of school grounds
Yes and no. I think in general you are correct for the vast majority of the population and places. But there is a lot missing from these statements, that make them generalizations. Like flying drones. In Tokyo it's generally not accepted but step out 10km to Chiba and it's rolling hills and rice patties where you can fly drones all day long. There's an extensive subculture of the population that doesn't work or does not conform to the norms and although I agree that Japanese society requires a lot of etiquette, that doesn't mean that the people are uniform or follow the same norms. If you get out of the major centers, you'll find all sorts of alternative lifestyles and social norms. I think all people see of Japan is the stereotypes based on major cities like Tokyo, Kyoto, Sendai, etc. But that doesn't reflect the vastness of the cultures of Japan. I think Matt and Vivi would love getting a place a little outside of the city where they're afforded a lot more freedom and the lifestyle they're used to. And it's super cheap compared to living in the city. But like Matt in China they're bound to both hit the bureaucratic roadblocks of being a foreigners.

+Mr. White I have a lot of experience with military training and how it rolls over into actual combat. When you do these exercises it does help when a real life scenario occurs.
There is no reason to have them all armed. They are people, not robots. It's better in the armory. They know what they're doing. There really is 0 need outside the MP that's why you're supposed to lock yourself safely and let the ones trained deploy their training.
I had a buddy that got transferred to an army base in Dallas they did a combat tour and my buddy got denied leave to go to purterico because that's his home. He shot 2 ppl then killed himself. This hits different for me. Ppl always made fun of him too. Smh
