Might consider going into ubrs and MC some spellbinders to give your raid the fr buff. My guild does it and we have had significantly less trouble with vael.
"Someone always heals before me!" I feel that all too well. Except for as Alliance, i heal alongside paladins and druids. 😥 "Priest is an absolute powerhouse for healing in classic!" ...when a priest is able to get a heal off first. Still trying to work through this myself and learn to be a better healer.

Big problem is the debuff slots, he would be taking up 2 spots for SWP / MF which is not something most raids can afford. If he had to choose one his dmg would be really gimped, might as well heal in that case. But I do wonder how a smite spec would work out :)
MF has low Debuff Prio. It actually doesn't really take up a slot. You did forget Shadow Vulnerability (which the raid wants however) and Vampiric Embrace, which can be useful in a Warlock group, but is mostly not needed in BWL, because there isn't much to heal as a healer. Our Raid has room for all of them, however

Your heals might not be landing because the other priests have 3 tier 1 giving 1.4sec flash heals.
"ideally, that's the offtank, IDEALLY the dps watches their aggro"

Whats the addon that allows you to have the boss frame & your healing target up at the same time?
he's using mouseover macros so doesn't have to individually click on targets to heal

Just in game frames, you can make the settings you want in the interface options, raid frames
0.1 seconds before your heal lands you say? well try prophecy item set bonus :)

how to beat shaman healer in BWL?
May I have a copy of the dispell macro? I use the one from wowhead and it works but in the same time my character " speaks the macro xD"

The Blizzard one, you can modify it going to interface options, raid profiles
