Yes, you have to add active cooling, larger heat sinks, use better mosfet and wind the inductor using thick or double wiring and then change the shunt value but there might be some drip of voltage(another volt or so).

i already done this circuit... just only can adjust output voltage but when i connect it to the load about 6Ohm Resistor... the current so small .even i adjust output voltage on about 14VDC and input is 20VDC ... Update:just made a little correction on bias input R .. now i can adjust liMit current from small about 0.002A to max..

It is possible, but not effective, 78XX work in linear mode.
