I always thought RTD era Doctor Who got a Japanese Tokusatsu show feeling to it. With a Japanese dub it's almost a Tokusatsu show LOL, how can this not being popular in Japan?

They probably market it better. The old boys in charge at NHK probably had no idea what it was and think the only TV shows that come from Britain are Sherlock Holmes, Miss Marple and Poirot. All the time Doctor Who was on NHK-E on Tuesday evenings it got almost zero promotion or publicity.

The Cybermen sound so lame, which is a shame given how badass Japanese can sound. In the original they use a voice modulator, but here there doesn't seem to be any modification other than a slight echo effect. It's just like the French dub where they don't bother using any voice-changing technology and just have the actors deliver their lines with a robotic intonation.
I like they cybermen's voices. But the daleks on the other hand sound too human to me. But to be fair at least they don't sound high pitched like in the French and Spanish dub.

They sound like they are voiced by the same actors who play the villain lieutenants on tokusatsu shows.

Yes, it was on NHK and later on satellite TV, but is wasn't popular. Most Japanese don't 'get' Doctor Who. It's not their cup of tea.
