Something I didn't get to notice, even though Kaido could hurt Luffy, his haki wasn't enough to negate Luffy's rubbery properties after his second gear 5 activation! And Kaido, who can move SO FAST he makes lightning look like slow motion, couldn't even react in time to Luffy's helicopter punch after bouncing off that rock!
That's why it's the strongest fruit I think it can't be neglected by any kind of haki maybe it was the original devil fruit and the old kingdom created other devil fruits using it since they were so advanced and got cursed by sea for playing with nature🤔.

He got given the fruit as a necessity, and he always believed Haki was supreme, so he never sought to awaken it. Wouldn't have made much of a difference, since this was a battle of willpowers, not devil fruits.
