I think a sign that says no turn on red instead of the no right turn symbol would be better, but this is a good system ! We also have tried to time it so the NTOR sign pops up a few seconds before the Ped phase
Hello again from CT. About 2 years ago, we installed a fire signal at a fire station. The signal normally flashes yellow on main and red on the fire station drive and a side street until it is activated inside the fire station. The side street has a blank-out "No Turn on Red" sign whenever the side street flashing red reverts to a solid red indication. Good video...This is the first time that I've seen a blank-out sign used in the manner shown in this video.
That is kind of confusing to traffic isn't it? You have a static sign that shows "Right Turn Yield to Pedestrians" then during the active pedestrian crossing you have dynamic sign that comes up displaying "No Right Turn". I understand that it is supposed to be understood that the most restrictive instruction trumps the lesser but as we see in the video, one driver didn't get it.

How do you swap the phasing in what situation? Are you trying to change the sequence of the intersection? Or the complete configuration?
