Well I must be smart, did the same thing to my Honda before watching and watched because same wheels as mine good job, I didn't go that far into the alloy just wire brush handheld and paint but looks great on mine too

I like that rustoleum 2x, it works good on clean bare metal. I think you glossed over a few points in your video though. I like the semi gloss.

Hey, if I need to spray new wheel caps that are of silver colour and turn them into black (no scratches, even surface) do I still need to sand them or I can spray paint them straight away?
You should at least clean them with lacquer thinner

If the paint on hubcaps is flawless and not flaking like those, does it still have to be removed? I was thinking spraying them with plasti-dip.

Eye protection! You don't save money after paying for wire wheel bits picked out of your eye, and you waste a lot of time at the ER. I even use eye protection over eyeglasses, d-mn things cost $150, and a wire wheel pitted the heck out of one pair.

It was a wire wheel. You should always remove old paint if you can

I mentioned a few options, a razor blade will add $0.10 cents, maybe $8.00 for paint stripper, or $2.00 for sandpaper.
