@ ioki in the 2nd game, the skilled sniper looked like it was working, but only reduced the CD to 3 seconds. I looked it up and it does work with DOTs, it just only reduces it to 3 seconds.

It's in the description of Skilled Sniper, sadly. "Hitting an ability..." so Malzahar E hits too close, then does damage afterward. If it said "dealing damage at more than 700 units" or whatever, then it would be OP as hell.

Tristana with scopier or scopiest weapons is one of the most broken things I've ever played in arena if you can get to late game... Senna level range scaling but with burst.
