Recently I bought new car which is in SUV segment (4.3 meter) I had to afford 63% tax on Ex-Showroom price of 10 lakhs. Total I paid 16.5 L . This is really crime in India by govt of India and state government. No other country in world has this much tax to their citizens.

He is speaking the truth. But as of today's market, the second hand car price merely same as the new car. Especially on the brands with lesser safety namely Maruti Suzuki. This is predominantly decided by the pre-owned car sellers.
For example you can go and check any dealer MS swift 2018 model costs more than 6L. The new car costs 8L. The car has also covered more than 50k kms. The depreciation calculation is varying from brand to brand.

You should trial drive the car at least for 30 kilometers to know about the conditions of engine condition, gear box, tyres, suspension, AC condition, under chassis, any damage due to accident. Only after long drive, you can know about the gear box braking c condition. Pl hire a experienced mechanic or certified inspection agencies. Some deers won't allow for long drive. I that case, do not buy the used cars. They will paint the cars to look shining and cheat you.
So, be very very careful while buying a used car.
