Well in defense of the anime, the opening only has to animate two minutes while the anime has hours of stuff that has to be animated. I'm not saying that the anime is looking great right now but I'm hoping they're saving their budget for future episodes.
It doesn't work like that. You can't "save" budget for certain episodes. When you put money towards an anime, that's that money invested. You don't pick and choose which episode it goes to.
Apex Superstorm I don't think it would make sense for every episode of an anime to have the same budget because there will be certain episodes that will require more work to animate. I would think that you would spend more money on an episode that is mostly action based than rather people just talking to each other. I've also heard complaints about anime that has the best animation in the first episode with the rest of show not reaching the same standards. But I'm not an animator so this is just stuff that I've learned over the internet. I still think it's a little unfair that you're judging a two minute opening to an entire anime that still has 22 more episodes to go.

This is pretty much the best op out of the three dancing night games for me. It's so catchy and jazzy. I thought nothing could be Dance! but I was wrong.

to me, it is pretty good in the first half, but it really feels as though Atlus ran out of ideas after that Train sequence, so they just threw shit together for the latter half.
