If there is a genuine risk of a firearm going off, the public will be cordoned off and moves out of an area under the Highways Act 1980, the police can close roads or divert traffic if there is a danger to the public. In this case, there could very well be such a danger. This is irrespective of whether or not there is cordon tape on the crime scene. The constable is afforded the power. Not the tape.

I done a quick google based on that sign which said "City Of Oxford" and see on streetview this is the Magistrates Court in Oxford. We went on a school trip to Oxford and Cambridge way back in 1992 (I got the year because we got to see Wayne's World in the cinema!). My memory of the place was a rather posh city with wonderful architecture and the place was abuzz with students and learning. This looks like a lot has changed!
