First of all, they are speaking Mandarin. The louder guy speaks a Taiwan version of Mandarin, and the other guy is most likely a Cantonese speaker. Both of their tones are very different (to native speakers) from Beijing version.
Gotta admit KOF IV is pretty ridiculous. Now every character has overpowered combos, like Clark, for example. All it takes is one hit to connect an easy combo that does 60% damage.
