Starlink, even in North America was meant for area that do not have internet service or slow service. It was never meant for urban areas with fiber connections. Many areas in the provinces have no connections. The US Military have their own way of connecting with high command, as for affordabilty, people in the remote provinces can get together to procure or have local governments provide this to their citizens and local schools.
