At 1:29, he’s not trying to laugh out loud. He’s disagreeing w Otto because Viserys initially wanted to fly himself to dragonstone to confront daemon, he wanted to come..until Otto convinced him that he should go. When daemon asks, Otto straight up lies and says he’d never entertain you. Lord commander was there both times and sees the liar for what he is.
Viserys cant fly to dragonstone he has no dragon.
Only rhneyra ,daemon ,rhenys and laenor had dragons at the time.

"Outsmarted" here sounds quite a lot like "outdragonned".
I prefer Damon over Otto, But in this scene Otto is 100% in the right while Damon is basically declaring open rebellion against his brother

Nope Otto is smart he knows when to strike and when not to.
The action of Daemon removing his sword when Otto says the death of his wife and his unborn child it is a sign that he was going to be a protective father as we saw in the next episodes, Ottos face when they hear Caraxes, that man survived two encounters and could have perfecly gotten roasted, i may dislike him but he is brave, Daemon likes fighting with the Hightowers physically or verbally like he usually does with Otto
And this is the dragon that will make justice after what happened in the end of episode ten

I never understood this for the life of me. Otto has a brain and knows Daemon has a dragon.

You have to pretend that Otto gambled that the dragon was elsewhere.
Not to mention, Daemon has far more warriors in his command in a fortified position.
