How to fix "The action cannot be completed because the file is open in another program" on Windows

When you try to rename, delete, or move a file or folder, you might receive the message, “The action cannot be completed because the file is open in another program.” The message gives no information regarding the program that has the file or folder open and might be displayed even if you have closed the programs that were previously accessing the file.
This error message can be very frustrating if you cannot move or delete the file or folder you are working with. This error message is generated when the folder or files within the folder are locked because they are being used by Windows or another program running in Windows.
The “The action cannot be completed because the file is open in another program” error message can cause many problems since it prevents access to and removal of specific files.

While your options work for some, they do not for others. When I used Windows 7, I found a solution that added something to the "right click context menu" - so that when you "right clicked" the file, there was an option to "release the file" or words to that effect - but now Google seems unable to find that option.

Restarting the program worked for me, but I've gotta ask, does this mean that the applications in the file are secretly running without my permission or is it just a file explorer glitch?
The applications in the file REALLY shouldn't be running without my permission.

Restarting 'Windows Explorer' via the 'Task Manager' worked for me and I was able to delete the file. Thanks for the excellent tip.

We are in 2024 and we can't use Thumbnails, a superior visual way of seeing graphic files without getting false errors, or limitations with the most popular file types. Can't have File Explorer work full featured and correctly after 40 years.

For those to whom this trick won’t work
Try this -
Simply shut down the pc and ‘After Some Time’ when you will start it
You will be able to delete the folder
(Also check if any update is due on your pc , first update your pc then try this)
