In chinese how to decide whether 1st tone/2nd tone/3rd tone/4th tone would be placed on the vowel or would it be a neutral tone??
Tones are always placed on vowels and most neutral tones are in the end of a syllable

how about 你很好 ? which tone syllable should change ?
Good question!
For 3 syllables, we would devide them into smaller units. It can be 1+2 or 2+1.
你/很好 is 1+2. 你 is third tone because it is one unit by itself, 很 is second tone and 好 is third tone because 很好 are the combination of two third tones.
It's good to make it clear when you are learning but I recommend you to watch this video for your Chinese speaking👇
