As I was watching this video a commercial jet almost crashed into my house. It was probably only about 30 thousand feet or so from crashing into my roof. I’m lucky to be alive.
The damage that can be done to pedestrians and property during a chase justifies this. If the guy has no care for his life when a cop has a gun on him, then it speaks volumes to how he thinks about other people keep that in the shred of mind you have left.

Common police tactic. Place yourself in front of a vehicle just enough so that when they move you can say it was trying to run you over and have justification to fire.

However this cop didn’t do his job very good and he was lying that the suspect tried to hit him with the car and there was no reason to start shooting in the first place.

Also there is a us soldier who got shot by more than 20 AK rounds (not pistol rounds) and still managed to kill 4 terrorists and evacuate himself. And there are countless more examples of people getting shot multiple times and still threatening the victim or the officer. And it is not true that they shoot to kill because you also have video where they shoot at the suspect multiple times until the suspect is no more threat to them and then they stop shooting and render first aid and call the ambulance. If they wanted to kill why would they stop shooting after the suspect is no more threat to them and why would they call the ambulance and even provide first aid? Life is not hollywood, you don’t die at the spot only because a hazelnut sized object enters your body.

The officer’s perspective may have been different, but from my perspective he had zero justification to have fired his weapon at the suspect. He actually put himself in harm’s way more than necessary by standing between the suspect’s vehicle and his own cruiser. It's a common police tactic to justify shooting. Move in front of the vehicle just enough so when it moves you can say they were trying to run you over. You'll see it alot once you notice. Cops aren't supposed to shoot at a fleeing driver unless they are a danger to someone. So... "put yourself in danger" instant justication.
The officer has a clear choice whether to step in front of the vehicle or not. He chooses to but then reassesses his decision and backs up. The driver turns the wheels back and forth before deciding to turn them hard right, AWAY from the officer. The officer’s first shot isn’t fired until he is standing safely PARALLEL to the driver’s side, front quarter panel. Officer then loudly and often professes he had no choice, he didn’t want to do it “I almost didn’t get out of the way!”. This sounds like a tactic to broadcast influence.

Does anybody in law enforcement know if there's any suggestion or prohibition of using your service weapon to try to disable a vehicle? It looks like Cooper might have been in the position to be able to shoot out at least one tire, maybe more. It's probably a pie in the sky idea, but it would potentially limit the speed that a suspect can flee at, and also limit the distance they can go. Once the tire is shredded off and the car is on rims, those rims will eventually fail and make the car next to useless.

However this cop didn’t do his job very good and he was lying that the suspect tried to hit him with the car and there was no reason to start shooting in the first place.

The officer’s perspective may have been different, but from my perspective he had zero justification to have fired his weapon at the suspect. He actually put himself in harm’s way more than necessary by standing between the suspect’s vehicle and his own cruiser. Officer then loudly and often professes he had no choice, he didn’t want to do it “I almost didn’t get out of the way!”. This sounds like a tactic to broadcast influence.

Does anybody in law enforcement know if there's any suggestion or prohibition of using your service weapon to try to disable a vehicle? It looks like Cooper might have been in the position to be able to shoot out at least one tire, maybe more. It's probably a pie in the sky idea, but it would potentially limit the speed that a suspect can flee at, and also limit the distance they can go. Once the tire is shredded off and the car is on rims, those rims will eventually fail and make the car next to useless.
