When I was a kid we had a family computer with dial up internet, things back then was different. Things advanced so fast from the late 90s to today, it was such a huge boom of technology and how quickly news travels. It's near instant communication today. Back when I was a kid, if you left your house to go to the store - you couldn't be reached! When we would get home you would check your caller ID or voice machine if you had one.
It's like how what we know as the "90's" didn't really kick in until a couple years into the decade, and then lasted until the early 2000's. The first few years of a decade tend to feel more similar to the previous one, so the early 2010's still had sort of a 2000's flavor. Also, yeah, it was quite a few years ago now.

However, there's nothing illegal about making a song from the audio of her voice from the clip. The issue arises when someone attempts to SELL said song. THAT is where you're entering Commercial territory and is an entirely different matter, altogether.

Not to mention everything about that whole video was hilarious, from the nervousness disaster, to the inaccurate reporting, to the confident delivery of the legendary catchphrase, to the very end and the poor guys reaction to it being finally over! Last I heard the guy is an actual news reporter now despite that disaster, so it would probably be an interesting history to report on!
