You can think of the conception like a womans womb, and kagatsuchi( the bright shining light in the center) as the coming Child.
Hikawa summoned this being forth to make his world of stillness.
Those with a strong reason sharpe their ideal world as they please.
So you can say that the vortex world is part where the baby/kagatsuchi growing until a new world is born.
