For 38 inch boat neck , try to keep 6 inches shoulder. It's a close neck model. ( it doesn't have low front and back neck depth). Also increase armhole half an inch for ease allowance. Try this measurements. Then do changes in the next blouse accordingly. Very simple it is. When we decrease neck width, increase shoulder width and armhole height as well.
