They are BOTH being selfish.... which is normal for siblings. Besides, Mabel probably needs it more. The carpeting means her sleep overs would be more quiet, and she has more space for more people... Dipper probably needs the room less than she does... In fact, considering the fact that Dipper ONLY NEEDS a place where he can sleep well and peacefully.... he probably needs that room way less than Mabel does...

She also didn't know it was Bill. Something you have to remember is that she's more prone to listening to her heart and Blendin was kind of on Good-ish terms the last time they spoke (Blendin's game) so yeah, she'd trust him fairly easy.
