Macros are a big security risk. Macros are a powerful tool that can allow arbitrary system access particularly if you run excel as a root user. This is definitely a worthwhile thing to add severe protections around

I have no security checkbox on the file. I'm downloading the file from Sharepoint using the "Open in Desktop App" setting. I have to use the file in this way because more than one person may use the file at a time. If I save the file locally on my desktop it opens with no macro issues. I can't open it that way though for the prior mentioned reasons.

then you are not enabling it by admin account , you must have logged in by guest or employer account

Office has multiple layers of securities to run macros, make sure you have enable every single one of them.
