This is not unsubstantial. The Primes have armies of pigeon holed technical experts that do their thing day in/day out to meet DOD contact requirements. When a new developmental program happens every 20 years or so, Navy or Air Force, maybe the Primes will break off a group to do innovation, but realize that the PEO does not have the technical capacity to oversee and often end up awash in cost and political justification for a program.
