Jo felt that if Blair's family foundation was paying for her education Blair would 'own jo" and be able to hold it over her for the rest of the time they were together at Eastland. Jo did not understand that the adults who evaluate these forms would not share them with Blair. They contain her PII. Even back then (1980's) it would have been a violation of privacy/data breach.

It made her irritated which is why she treated blair the way she did. however in the show's later seasons (7 to 9) she's quite tame.
@@nikiwrld My dad wasn't in prison my mom had a masters degree and I was in public school but I still related since I was the only special ed student mainstreamed (attending mostly regular classes). Being invisible different can make you defensive.

It’s funny because Eastland was supposed to be so prestigious yet the school was always on the verge of being bankrupt.
It's that the reason why in this clip seems Jo was cleaning the school and doing the dishes? Seems they couldn't even afford a cleaner.

I'm not ashamed to admit that I liked this show and this was my favorite episode. Blair and Jo start a new friendship.
