    Have I missed out on any modifiers that can reduce polygons natively?
    Did I miss out on anything?
    Ideally, it would be great if 3DS Max had hover boxes explaining what each parameter did, or recommendations for similar modifiers with similar functions.

    For retopology to work properly you need to define what edges to preserve.
    Also, your model is symmetrical, you could slice it in half, repo this half, and then use symmetry to rebuild the whole thing.
