So any target boost is only target dome correct? I know boost vs time is target dome, but launch boost and scramble boost are both setting a target on the dome. So target launch boost set to 5 is setting 5 to the dome so if you have a 7psi spring theoretically it would work out to 12 psi launch in a perfect world. Just like scramble increase would be adding that number to the dome as well right? Which means if you target 3 psi on the dome, it is only increasing the dome by three which could increase actual boost by whatever number it happens to that pull?

Exactly. Target input pressure would be a better description. This applies for Holley closed loop boost.
