It is very sad but well known.
Also so many people are so poor. The is no such thing as prenatal care for most of the population. So many villages are far from any kind of medical center which adds to the difficulty. Many people still believe in traditional medicines....often ingesting dangerous things as medicine.

I'm unsure if that could have been fixed at the same time as the removal of the head or if it would have all been too much for a baby as young as she was. I assume it would have been too much to do it all at once since he doctor wants to wait until she's bigger to do the second operation.
