That Voice Evacuation Message is not an EST Message.
It's Fire-Lite ECC.
And the Speaker Strobes that the Message is playing on are the System Sensor L Series Speaker Strobes.

Fire-Lite ECC's and Notifier NFC's voice evac systems suck. The audio quality is very bad as they should use a Notifier DVC with this message loaded on instead because the audio quality of that is very well improved

Yeah this isn't EST, this is a firelite system with an ECC-50/100 tied to it. (Or like Wei said, a notifier branded one._)
