They aren't. But they occasionally with with customers who pay the majority up front with a small remaining balance the customer agreed to come back and pay. It was not a monthly payment plan.
The “buy here, pay here” model is for customers with terrible credit. The dealer gets a piece of junk from auction for cheap, then sells it to the customer for 8x the price. The customer is required to make a down payment of at least what the dealer paid for the car, then make weekly payments at some crazy high interest rate (25%). When the car breaks down or the customer runs out of cash, they repo the car and sell it to someone else. Many cars are repo’d within 3 months. Some cars are sold 20+ times!

As a resident of Northeast Ohio, and someone who worked on the East Side of Cleveland for a year, I have a pretty damn good idea of the areas he’s at in this story.
