Here in nj anything under 12 with out a gas motor your good even a 12 volt trolling motor is ok with registration or boat license

I might actually do that for a kayak. I don't see any reason why it would'nt work at all. The sound of the motors might get annoying, but it's really no different from using it for what its designed to actually do. Just with 2 of them. And I have an idea for steering. If that doesn't work, then I'll just use a paddle. Thank you for the idea.
There's no need for "steering"! that's the beauty- each motor has its individual throttle- just give it more or less throttle on one side and it turns; like driving an old skid-steer

Change the prop side rpm by reducing it compared to the motor.
2 cycle engines run better at higher rpm but have little hp or torque at lower rpm. Props run better at lower rpms

You can add 5 motors, with the sane hp. You'll still go the same speed. Just like people who add a 55lb thrust trolling motor. It'll move 5mph. A $100 Walmart 30 lb thrust trolling motor 5mph? Speed comes with tge Nk, torqueedo, and my J2 Bixpy moves my vessel 4.5 to 5mph. 😎 🎣
