The 'guy responsible for this mess' would actually be the G-Man, according to Eli in Episode 2, _he_ was the one to deliver that one crystal to the test chamber in Half-Life 1. The one that caused the Resonance Cascade. And the G-Man whispered to Eli before the test: "Prepare for Unforseen Consequences."
And guarding you that moment he had to put that guard down... Because he knew nobody would go back to check. As he places the gun in the hands of a scientist leaving the fingerprints and evidence all in one place... He knew his job was done.. Has he smoked a cigarette and walked into the elevator. Knowing he had the keys to get out this entire time. He just had to make sure that everyone had to stay quiet one way or another.
