Yes, it's 1:1 ratio. The cup I use is of 250ml so two cups of water is 500ml. But cup to gram conversions vary for different ingredients. Two cups of sugar would be 400g, not 500g. So, for 500g sugar (2 and half cups), you have to use 625ml of water.

U can use some peeled beetroot pieces instead of food colour...while boiling sugar syrup by shruti
