I really don't like Boris, but him, or any other PM, being there would not have changed a thing. Yes it's a nice gesture, but that's all it is, a gesture. Rather delegate someone who can actually help to get there and make money available. I don't understand why a PM, President or whoever is the current head of whatever country has to be there in person. It's a gesture, yes, but it doesn't help anyone, and the money and time spent on that visit could have been spent for actual help. Such visits are political gestures "look I visited, that means I care," one cannot possibly care from behind a desk.

The Department for Environment have had their budget cut in half over the last decade.
That's who looks after the rivers and waterways... Or would if they had the money to.
It is completely preventable, of course, we have the infrastucture, it's just that policy, under the Tories, has been to slash budgets without concern for the consequences. Even though the fallout from this and a similar flooding near me earlier this year will cost more to fix than it would have to simply maintain the waterways/drainage/rivers, etc, etc properly they'd rather gamble on things not going wrong than to just be fiscally responsible.
This, unfortunately, is Tory policy in a nutshell.
    Zero foresight.
Now people have payed with their homes and in some cases their lives and we've all had to pay a lot more in funding. They won't learn from this though and environmental funding will be slashed again, if they're allowed yet another term and even more disasters will happen as a result.
