Back in the 1990's in california i was managing a retail store. We had a very sensitive alarm system, that was a bit overkill. A minor earthquake would set it off, or even a heavy big rig driving by could set it off. I would get woken up at around 3:00AM a few times a month by the alarm company asking me if I wanted to send the police. I would usually just drive out there myself.
If the police showed up and it was a false alarm we would get a bill from the police department for a false alarm. I think it was under $200.00 per false alarm, though I don't quite recall the exact amount of the fine.
I'm not sure if they still do that, but it would seem reasonable to bill people for taking up the time of the police for nonsensical calls.
Another effective way to deal with these crazy people would be to force them to wear a shirt or badge in public, (like the Scarlett Letter), that says something to the effect of:
"I call the police on innocent people because I'm a stupid bitch."
When they try to talk to NNC, you should run over and cradle him and shoo them away 😄
