For Demo, generally the stat priority ends up being Crit > Verse > Haste > Mastery, but the first three end up being quite close to each other once you're at BiS gear. The best approach, though, is to always sim new gear as you get it. My stats varied wildly as I geared this tier.
For the Demonbolts, yes I have it on a mouseover. It ensures that I continue to target the priority target (e.g., the Aboms in EB) and you want all of your primary demon damage to be on that target.
