there is a pokemon (in my mind its a gardevoir but you can make it something else) who wants to take over the region by destroying everything in her path (including other pokemon) so she makes a robotic suit to look human, makes a translation device to talk to humans, gives the same to two other pokemon that become the admins (I.M.M its a hitmonlee and a gothitelle) then gets humans to be the grunts of her evil team wich i call TEAM CRUSH

You know how ghost and psychic Pokémon could create mass illusions?
Imagine if a mimikyu had ghost powers(?) that made people believe they were whoever they wanted them to think they were.
I like that idea, and in my head, it happens when he goes in disguise, and it is only let down under certain conditions, explaining why they didn't question a tiny grunt they never seen before.
