It's active throughout the movement: working eccentrically (contracting while lengthening) when going down, and concentrically (contracting while shortening) on the way up.
Sometimes changing technique immediately stops the pain. If it doesn't immediately stop the pain, I would seek out advice from a healthcare provider in your area to find out what to do in your particular situation.

Should we keep the tension on the serratus anterior when going down on the pushup? Or does it only tense on the pushup plus position?
