I'm not sure you can blame the surging on ethanol. I have used non-ethanol fuel for years in all my power equipment, and I still have surging develop in my Honda-powered Husqvarna mower after about a year of use. Not a problem in my trimmer, blower, or chain saw.
Very true. But, my push mower wasn't even a year old when it started surging. I had to take the carburetor off and clear the jets. I blame the poor design of new carburators for this, because my old mower never had that problem with e85.
