i can help it happened to me i fixed it . go into safe mode then connect the original usb charger for the ps4 and it should work after that ( in safe mode just restart ur ps4 )
If your having this problem Get a second ps4 controller (or use remote play if you only have one contoller) and go to settings - bluetooth devices - press options on your controller and remove it - then grab your controller and hold the ps button and share button until it starts flashing - you should find your controller in bluetooth devices and select it Hope this helped 😊 + pin to show everyone

My PS4 Is A 2nd Hand IDK How Long The Previous Owner Had It For But When I Got It It Was Fully Functional.So I Recently Factory Reset My PS4 ( Something I've Done 2 or 3 Times) But The problem this time is that my controller has battery problems probably because it might have ran it's lifespan or because I wasn't charging it with its original USB Cable (I Used Phone Charger Cables) So now I'm struck on that screen that says I have to connect the controller to the console and press the PS4 button but nothing happens. Controller only flashes a light blue/white-ish glow and a message on the screen appears that say " connect the controller using a USB cable or register it again. So Now I Bought A PS4 Controller and It's Original USB cable but still I can't get past the first screen and even the new controller doesn't charge.
