There has definitely been evolution in training methods that shows in the improvements but it should also be noted that some of the guys like Jesse Owens were running 10.3s with "shoes" that we would hardly call shoes, on cinder tracks instead of the modern bouncy synthetic surfaces, with loose clothing that catches the wind instead of compression clothing that doesnt and squeezes in the muscles, and without starting blocks. Plenty of sports scientists will tell you that if you gave those things Ownes he would be under 10 seconds.
